As a supplement to its quarterly publication, Defense Concepts, the Center for Advanced Defense Studies has launched the Defense Concepts Series, a series of papers on topics relevant to contemporary defense and security issues. These papers are composed by the Center's fellows and by its staff, The Tank. The Center does not adopt specific policy positions; views expressed here are solely those of the authors.
